01.02.2016 - For 2016, the United Nations High Commissioner for Refugees (UNCHR) and the International Organization for Migration (IOM) have launched a regional Refugee and Migration Response Plan (RMRP).
UNHCR, IOM, and 65 other organizations have appealed to donors for US$550 million to support the ongoing humanitarian response, as continuing conflict in the Middle East and elsewhere drives people to seek refuge in Europe.
Bringing together 67 humanitarian partners, the regional RMRP is both an appeal and a strategy. It provides the framework for inter-agency cooperation and response to the arrival and movement of refugees and migrants in Europe via the Eastern Mediterranean and Western Balkans routes.
The Strategic Goals of the RMRP are to:
1. Build and complement Government capacity to respond.
2. Protect and assist refugee and migrant women, girls, boys and men.
3. Provide access to asylum and solutions.
4. Develop a coordinated and efficient response.
In the ongoing refugee crisis, the international community was caught unprepared for such large movements of people. While significant achievements have been made by many of the countries involved in terms of humanitarian assistance, the overall response has remained unstructured. The RMRP underscores the collective responsibility of States, institutions and organizations to both provide asylum and protection, as well as to respond to the challenges of large-scale migration in a humane, rights-based and sustainable manner.
The funds would be used to bolster capacities for front-line responders such as coast guard, border guards, police and support for affected communities, and also assist with relocation, resettlement and other regular solutions.
